As of February 1, 2024, Serbia has introduced a unified residence and work permit, allowing foreign nationals to obtain both residence and work rights through a single process. Applications for the unified permit must be submitted exclusively online through the “Welcome to Serbia” portal.

Temporary residence can be granted for up to three years, with the possibility of renewal for the same period, depending on the grounds for residence. The unified permit may be issued based on employment for the following reasons:

1. – Employment under a labor contract or other agreement in
   • accordance with the Labor Law;
2. – Self-employment;
3. – Secondment;
4. – Intra-company transfer;
5. – Independent professional work;
6. – Training and skill development.

The unified permit is issued as a biometric card, and applications can be submitted either by the individual or by an employer on behalf of the individual.
